Brenda Jackson, MPP, specializes in policy, program design and implementation and regulatory analysis for Medicaid and Children’s Health Insurance Programs (CHIP) with a focus on delivery system innovation, value-based purchasing (VBP), Federally Qualified Health Center, intellectual and developmental disability (I/DD) and behavioral health system redesigns and Centers for Medicare & Medicaid Services (CMS) policy compliance. She is the principal at Brenda Jackson Consulting and has worked with over 20 states in her consulting work to design Medicaid, CHIP, Medicare and other health care programs for the uninsured. She has worked with multiple states in conjunction with Mercer and TriWest Group to redesign behavioral health delivery systems for children and adults. Brenda worked for CMS where she was the National Lead for the 1915(b) cost-effectiveness team. She also has extensive experience with HCBS, dual eligibles, and PACE. She gained expertise on mental health, substance abuse, and child welfare policy while employed by the state of Kansas and Deloitte & Touche Management Consulting. She received a Master’s degree in Public Policy (Health Policy), John F. Kennedy School of Government, Harvard University and a Bachelor’s degree in Economics and Political Science at the University of Kansas. She has been in this field since 1993 and has a son with a co-occurring developmental disability and mental illness who receives Medicaid waiver services. She holds a consulting position through TriWest Group.
